Balance in April

While the situation in Afghanistan, Pakistan and Iraq remained on even keel, so to say, in terms of continued acts of violence, the Times Square blast (March 6) in New York, though symbolic, had created some panic. The Lashkar-e-Taiba outfit is believed to have since taken over Dawoods’ infamous ‘D’ Company. The arrest of some senior SIMI (Student Islamic Movement of India) leaders in India has led to unearthing of threatening security scenario on the Islamic fundamentalist front. Air crew failed a terror attack abroad a flight in China. The ETA showed up its head again in Spain. Militants overran some government bases in Somalia. US feels AL Qaeda is working hard to launch an attack in US to keep up its credibility. A report from Peshawar suggests Al Qaeda has been hunting for cyber-savvy jihadis.

The left extremists in India seem to be flush with money. They are reported to have opened their doors to NRIs and foreigners in India to become members. They have adopted a new constitution with greater thrust on armed struggle. They have a budget of Rs.60 crores for arms purchase. Their gaze is now fixed on urban areas, and developing expertise on car-bombs and suicide squad as well. The law-enforcing agencies are also worried with the ‘Naxals’ taking the war to the ‘virtual world’ also. There was a report on attempt at revival of militancy in Punjab. The ULFA in Assam continued their drive against the Hindi speaking people. And, there were indications of terror-build-up, in of all places, ‘Gods’ Own Country’, i.e., the State of Kerala in India.

There were consistent reports on China successfully hacking websites in the US, France, Germany, Britain, Australia, India. Could these be trial runs for cyber attacks? Rumours have robbed UK banks of 100 million pound. Corporate fraud has been rising at an alarming rate in India. With 152 percent rise in attacks on federal government systems during 2007, the US President has announced 10 percent increase in cybersecurity spending for the coming fiscal year, a 73 percent rise since 2004.

China’s incumbent President (Hu Jintao) got a second five year term. Pakistan got a new Prime Minister (Syed Yusuf Gilani). A new President (Ma Ying-jeou) took over in Taiwan.

Let us now see the other side. King Abdullah of Saudi Arabia has called for an all-faith meet. Pope has planned for a Catholic-Muslim joint forum in Vatican. UK has been trying to make use of women power in tackling Islamic terrorism. Two well-known persons in India (Ratan Tata and E. Sreedharan) have initiated a “National Value Inculcation Moment” in order to restore social and cultural values.

What more? The first anti-piracy canine unit has been set up in Malaysia. The CRPF in India has set itself to use satellite power in tackling terrorism. Scientists are now able to ‘map’ terror-minds. Camera can now see through your clothes from as long a distance as 25 meters. You can now have phones tracking the movement of your family. In a batch of 240 sub-inspectors of police in Kerala, there were four MBAs, four MCAs and two holders of M. Phil degrees. As many as 75 of them were post-graduates. Tiger bomber blows up himself

Colombo – February 29, 2008 – A suspected LTTE suicide bomber blew himself up when a police team on a cordon and search operation knocked on his door in a lodge at Modara in a Tamil residential area on Friday, defenfce officials said. At least seven people, including three police-women, a policeman and three civilians were injured in the explosion.

Spanish PM office damaged in blast

Bilbao (Spain) – A bomb damaged an office of Spanish Prime Minister’s Socialist Party in Basque town of Derioi. An anonymous caller, speaking in the name of ETA, warned an emergency service that the bomb would explode, giving police time to evacuate the area. The bomb caused damage to the building.

Peshawar – A roadside bomb planted by suspected militants blew up a police vehicle in north-western Pakistan on Friday, killing three policemen, in Lakki Marwat town bordering North Waziristan tribal district. Three policemen were also wounded.

27 killed in suicide blast in NW Pak

Islamabad – At least 27 people were killed and nearly 40 injured in a suicide attack during the funeral prayers of a police officer in northwestern Pakistan on Friday. The bomber blew himself in the midst of a large number of people attending the funeral prayer.

‘Pak enters into secret deal with militants’

London – March 1, 2008 – Pakistan has entered into a secret peace deal with militants in the tribal areas bordering Afghanistan, a report said on Sunday. The deal was agreed between the government and more than 280 tribal elders and militants in North Waziristan in February, the Daily Telegraph reported, quoting a government officials in Pehsawar.

Five killed in Iraq road blast

Blast at Pak tribal meet claims 40

Peshawar – March 2, 2008 – A suicide bomber blew himself up at a peacemaking meeting of tribal elders in North-western Pakistan on Sunday, killing at least 40 people and injuring more than 100, witnesses and officials said. Alam Khan, a tribesman said a young man walked up to a group of elders and blew himself up.

Blasts in Lahore claim four lives

Lahore – March 4, 2008 – A suicide attack at a naval college killed four people and injured another 14 on Thursday, officials said. The attack occurred when two bombers rode up to the gate of the parking lot at the Pakistan Navy War College on a motorcycle.

Militants attack 3rd mobile telecom signal tower in S. Afghanistan

KABUL, March 6 (Xinhua) -- Taliban militants attacked a signal tower of a mobile telecommunication service company in Zabul province of southern Afghanistan, destroying a guards room near the tower, the police said Thursday. It is the third time over the past two weeks that the anti-government insurgents have attacked mobile phone towers in south Afghanistan since giving ultimatum to shut down signaling during nighttime.

Times Square blast creates panic in NY

New York – A “low-order” explosive device went off in Times Square here on Thursday morning, damaging an empty military-recruiting station and shaking guests in hotel rooms high above. There were no reports of injuries. The White House said the explosion “doesn’t appear to be terrorism.”

Militants’ grenade kills 3 in Kashmir

Pak soldier dies in blast

Quetta – A Pakistani soldier was killed and two others were wounded when a landmine blew up their vehicle in the south-western province of Baluchistan early on Thursday, officials said. The blast happened near a gas field in Nasirabad district of the region, a security official said.

Crew foils terror attack aboard flight in China

Beijing – March 9, 2008 – A China Southern flight was forced to make an emergency landing last week after an attempt to “cause an air disaster”, the governor of China’s restive northwestern region of Xinjiang said on Sunday. It landed in the northwestern city of Lanzhou on Friday after the crew discovered and foiled the attempt to “cause an air disaster,” XinjiangGovernor Nuer Baikeli told reporters.

Al-Qaeda Group Says It Kidnapped Austrian Tourists in Tunisia

March 11 (Bloomberg) -- Al-Qaeda's North African wing said it had kidnapped two Austrian tourists in Tunisia and threatened to attack Westerners visiting the country to avenge the deaths of Palestinians in Gaza. Suicide bomber kills 5 US soldiers in Iraq

Baghdad – A suicide bomber blew himself up among American soldiers in central Baghdad on Monday, killing five and wounding three in the Iraqi capital. The US military said in a statement the blast hit the soldiers while they were on patrol on foot.

Baghdad – At least 16 civilians were killed and 22 wounded when their passenger bus was hit by a roadside bomb in southern Iraq on Tuesday, the police said. Elsewhere 14 people were killed in clashes between militants and security forces.

Lahore blast claims 25 lives

Karachi – March 11, 2008 – Over 25 people were killed in twin suicide bomb attacks in Lahore, most of them policemen belonging to the Federal Investigation Agency (FIA). As many as 200 persons were injured in the attacks. A suicide bomber is believed to have caused the first blast. The second blast was also caused by a suicide car bomber hit an advertising agency, killing another four people, the police said.

2 Bangla terrorists killed in

Mumbai – In its first encounter this year, the anti-terrorism squad (ATS) intercepted and killed two alleged Bangladeshi terrorists in Kashimira in Thane district on Tuesday, who were carrying firearms, Rs.2 lakhs fake currency and a power-like substance suspected to be RDX. The ATS has also seized a passport form the encounter site.

Taliban blasts cell phone mast

Heart (Afghanistan) – Taliban militants have destroyed another cell phone mast in Afghanistan, the police said on Wednesday. Phone users reported interrupted services in some areas. Seven Taliban activists used explosives to destroy a fuel tanker for the generators and also hit the antenna with a rocket-propelled grenade.

Missile strike in Pak tribal area leaves 20 dead

Islamabad – At least 20 people were killed and several others injured on Sunday in a missile strike on a home in Pakistan’s restive South Waziristan tribal area. At least seven missiles hit the residential compound at Shahnawaz Kot village, two kms from Wana, the headquarters of south Waziristan.

Attempt on Putin’s life

Moscow – March 16, 2008 – Russian security forces filed an attempt to murder President Putin and president-elect Dmitri Medvedev when both attended an election night rock concert on Red Square, a Russian newspaper has reported. On election night, Russian security agents stormed a downtown Moscow apartment building, with a view on Red Square, where they seized “an arsenal of weapons” and arrested a 24-year-old man from former Soviet Central Asia, three hours before Putin and Medvedev appeared together on an open stage on Red Square.

Suicide attack kills 36 in Iraq

Karbala – A suicide attack near a Shiite shrine killed at least 36 persons in the central Iraqi city of Karbala, a health official told AFP. The attack came as US Vice-President Dick Cheney arrived in Baghdad on a surprise visit and met several US and Iraqi leaders to discuss recent improvements in security across the country. At least 50 people were wounded in the blast which occurred near the revered Imam Hussein shrine.

Karbala suicide bomber kills 52

Baghdad – A female suicide bomber struck Shia worshippers in the holy city of Karbala, killing at least 52 people, an official said. The blast on Monday was the deadliest in a series of attacks that left at least 78 Iraqis dead. Two US soldiers were also killed in a roadside bombing north of Baghdad.

BKI men arrested

New Delhi – March 20, 2008 – The Delhi police claimed to have arrested two Babbar Khalsa Internationa (BKI) terrorists from Jallandhar on Wednesday, who wanted to ”revive militancy in Punab by killing a few religious leaders.” The Special Cell police said the miliitants were carrying two firearms that were made in Pakistan, which clearly indicates that Inter Services Intelligence (ISI) was facilitating attempt to create unrest in India. Both of them had been abscondng for more than two months. They revealed in their interrogation that the ISI and the BKI have made substantial inroads in Punjab and are setting up infrastructure to spread terror in the state, said an officer.

Militants overrun govt bases, 7 killed

Mogadishu – March 20, 2008 – Somali insurgents briefly overran two government bases on Thursday after hours of fighting and killed at least seven people, witnesses said. “Insurgents were firing machine guns and rocket-propelled grenades, and the soldiers were using mortars and heavy artillery,” said a resident of Mogadishu. In recent weeks, the insurgents have taken over government positions, marched into towns and even released prisoners from jail before retreating.

Bloodshed in J&K again: 5 securitymen, 1 terrorist die

Srinagar – Five security personnel and a terrorist were killed in an encounter on Sunday, which took place after police raided a terrorist hideout at Telbal on the banks of the Dal Lake following specific information about the presence of terrorists. “When asked to surrender, two terrorists fired, killed four policemen,” a police spokesman said. He added, LeT’s divisional commander, Faisal, a Pakistani national, was shot dead in the encounter, while his injured associate managed to escape.

47 killed in Iraq Bloodshed

Baghdad – March 23, 2008 – A wave of attacks across Iran on Sunday killed 47 people. Insurgents fired a barrage of mortars at Baghdad’s heavily fortified Green Zone on Sunday, sending US embassy staff scurrying into bunkers. The deadliest attack was in the main northern city of Mosul where a suicide bomber crashed an explosives-laden truck into an Iraqi Army base, triggering a blast that killed 10 soldiers and wounded 30 other people, an army officer said. In a brutal attack in the south of Baghdad, armed men travelling in three cars opened fire on crowds in a local market in the mixed Zafaraniyah neighbourhood, killing seven people and wounding 16. In another attack in the Iraqi capital, a Katyusha rocket struck a residential building in largely Shia eastern Al-Kamaliyah neighbourhood, killing at least five people and wounding eight. A car bomb near a bus stop in Baghdad’s Shiv Al-Shuala neighbourhood killed five people and wounded eight others. A roadside bomb near the town of Al-Tuz, 75 km south of Kirkuk, killed four Iraqi Army personnel.

ETA bombs police barracks in northern Spain: authorities

CALAHORRA, Spain (AFP) — A car bomb exploded Friday at a police barrack in northern Spain's Rioja region following a warning from the Basque separatist organisation ETA, injuring one person, authorities said. ETA's last deadly attack was the assassination of a local councillor in the Basque town of Mondragon on March 7, two days before the general elections. The group had called on Basques to boycott the elections. It had officially called off its ceasefire in June 2007 and since then Spanish authorities have adopted a hard line against it, arresting dozens of members of both ETA and its banned political wing, Batasuna. Analysts say the group has been considerably weakened and isolated by the crackdown, but may be all the more dangerous because of that.

3 killed as militants strike at rail station

Guwahati – Militants of Dima Halam Daogah (Jewel faction) gunned down three persons, including two employees of the Northeast Frontier Railway at the Harangajao station in southern Assam’s North Cachar Hills district on Monday night. A passenger and a vendor were injured in the attack. The police recovered grenade shells, 80 empty cases of AK assault rifle ammunition and a bomb from the spot.

Top SIMI leadership in cop net

Indore/New Delhi – March 27, 2008 – In one of the biggest terrorist catches in recent times, the Indore Police in a pre-dawn operation on Thursday picked up almost the entire leadership of the banned Students’ Islamic Movement of India (SIMI) from a Indore hideout. Those arrested included Safdar Nagori, SIMI’s national general secretary and one of India’s most wanted terror masterminds who is believed to have planned the July 2006 Mumbai train blasts that killed 187 people. Twelve of his men, including chiefs of several state units, were also arrested.

2 bomb explosions in Spain, none hurt

Madrid – March 30, 2008 – Two small bombs exploded on Sunday near the town of Azpeitia in Spain’s northern Basque region, causing minor damage near a television transmitter, regional police said. No injuries were reported. A telephone warning claiming to come from the Basque separatist group ETA was received at 11.00 am by a road emergency service saying an explosive device had been placed near the transmitter.

Seven villages evacuated due to threat from Maoists

Bhopal – Seven villages with a population of 1200 have been deserted after Maoists demanded a youth from each family to join them. The tribals deserted these villages fearing retaliation after two Maoists were killed in an encounter on January 22. Last week the Nagpur police had recovered pamphlets and literature, claiming Maoists would avenge Sunanda Bai’s killing.

Police in Haiti battle rise in kidnappings

PORT-AU-PRINCE, Haiti (AP) - U.N. and Haitian police have increased checkpoints and launched anti-gang operations to combat a rash of kidnappings in the country's capital, officials said Tuesday. At least 67 people have been kidnapped across Haiti this year, with 12 taken so far in March alone, said U.N. police spokesman Fred Blaise. Four people were snatched late Friday and early Saturday in Port-au-Prince, including a French national, said Haitian police spokesman Frantz Lerebours. The French Embassy in Port-au-Prince confirmed the kidnapping but declined to release details. On Monday, the police arrested three suspected kidnappers during a daylight raid in the Port-au-Prince neighborhood of Delmas, Blaise said.

Guerrilla days over, Naxals ready for new wars

Ranchi – March 11, 2008 – The highest ranking Naxal leader (Misir Besir, a member of the decision-making Politburo of the Naxalite organisation) in custody has rubbished many claims made by security agencies about the rebels, but acknowledged new challenges – a money crunch tackling corruption among cadres, adapting to technology and reaching out to the middle class. He said the Naxal organisation had spread to at least 15 states and there would be between 15000 and 20000 armed guerrillas in the Naxalite movement. It is the strongest force among all insurgent groups in India.

Maoists trigger blasts at station in Andhra

Hyderabad – A group of about 10 Maoists triggered blasts at a railway station in Vizianagaram district on the Andhra Pradesh-Orissa broad gauge line late on Tuesday night. There were no casualties. The first to come under attack at the Gumada railway station, which is close to the Orissa border, was the Control Panel cabin. Terror brains mapped and caught on the Net

New Delhi – Scientists have devised an e-response to terror by generating tens of thousands of likely behaviour pattern of major terrorist organisations, includng Hezbollah. Researchers at the University of Marylands Institute for Advances Computer Studies (UMIACS) have put these findings on an internet portal giving access to experts to accurately forecast potential steps of terrorists after analyzing their previous behaviour patterns. In collaboration with computer experts and political scientists, it has found probability of each of the organisations taking certain actions in different stations. Stochastic Opponent Modeling Agents (SOMA) Terror Organisation Portal (STOP) will automatically learn rules that activities of terrorist outfits follow and will set up network to other analysts examining the same subjects, researchers say.

China's Computer Hacking Worries Pentagon

The Pentagon and Defense Department have received an alarming number of security infiltrations that seemingly stem from China. Other U.S. agencies and think tanks reported several instances of computer network invasions last year, according to a recent study by the Pentagon, while Germany, France, and Britain felt attempted intrusions on a daily basis, even in the banking sector. Inspectors believe no harm was done by the recent breaches, but government officials are worried the Chinese are gathering information to carry out a larger-scale attack on U.S. systems. "The techniques that are used, the way these intrusions are conducted, are certainly very consistent with what you would need if you were going to actually carry out cyber-warfare," says David Sedney, deputy assistant secretary of Defense for East Asia.

Online spying, net terror ‘grave threats’ to security

London – March 6, 2008 – A London conference was told that online espionage and internet-based terrorism now represent some of the gravest threats to global security. Suleman Anil, Head NATO’s computer incident response centre, told the E-Crime congress in London that the cost of hi-tech strikes on government communications was falling, while the amount of damage they could inflict grew. The chief threats is cyber terrorism, in which attempts are made to shut down online communication networks or use the Internet to attack official institutions. Last year, a gang of hackers, believed to be from China, had infiltrated computer systems at the Pentagon and launched attacks on government networks in Britain, Germany and India and Australia. Kevin Poulsen, a former hacker who is now an editor with technology magazine Wired, has accused politicians and the media of overplaying the fear factor. Despite the lack of hard evidence on the nature or identities of cyber terrorists, the threat is deemed serious enough for the White House.

Cyber rebels defy Cuba

Havana – A growing underground network of young people armed with computer memory sticks, digital cameras and clandestine internet hookups has been mounting some challenges to the Cuban government in recent months, spreading news that the official state media try to suppress. Cuba has long limited public’s access to internet and digital videos, tearing down unauthorized satellite dishes and keeping down the number of internet cafes open to Cubans. People who have smuggled in satellite dishes provide illegal connections to internet for a fee or download movies to sell on discs. Even the country’s top computer science school, University of Information Sciences, has become a hotbed of cyber-rebels.

Bush Pushes Cybersecurity

Attacks on federal government information systems rose by 152 percent last year, according to the Department of Homeland Security. While the rise can be attributed partly to better reporting methods, officials admit hackers and foreign governments are becoming more successful at breaking into government networks. President Bush announced a 10 percent increase in cybersecurity spending for the coming fiscal year, bringing total funding to $7.3 billion, a 73 percent increase since 2004. This is no surprise to the Government Accountability Office, whose separate study found that 20 of 24 major government agencies have inadequate cybersecurity defenses. Meanwhile, the DHS is completing Cyber Storm II, a week-long simulated attack to test the strengths of federal agencies against attacks on communications, information technology, and chemical and transportation systems.

In a recent survey by Pricewaterhouse Coopers, the U.S. Chamber of Commerce, and the ASIS International Foundation revealed that both Fortune 1000 companies and small- to medium-sized businesses are equally likely to absorb proprietary information and intellectual property losses. For large and small companies, these losses range between $53 and $59 billion, and strike hardest in the areas of research and development, customer lists and related data, and financial data. There are five main prevention strategies for businesses: Inventory and risk assessment; new policy enforcement; access controls and authorization code installation; regular communication; and consistent accountability for all actions by adhering to procedures and leaving good records.

Mumbai police, Google tie up on cyber crime

Mumbai – March 5, 2008 – The Mumbai police, along with Google, has launched a national Internet safety campaign termed “Be NetSmart”. Schools are being approached to spread the message on safety to the students and teachers. “Once a boy was residing in Andheri West and was kidnapped by his friends with the help of the Internet. When the police found the dead body of the boy along with other information, the police contacted the website officials. The police arrested the accused in 18 hours as the details of the Internet users were registered,” said a Class 8 student of Adarsh Vidyamandir. Another case was of a man who had faked his profile on a matrimonial website had cheated over 200 females.

Corporate fraud is on rise in India

New Delhi – According to a report by global consultancy firm, KPMG, corporate frauds are rising at an alarming rate in the country. Over 75 per cent of the respondents to the survey consider fraud remaining undetected as their biggest concern followed by inadequacy of anti-fraud measures and unethical behaviour of employees. Over 80 per cent of the respondents accept that fraud is a problem in the country’s corporate environment while another 70 per cent believe that fraud in India will increase over the next two years. The findings of the KPMG report suggest that the threat of fraud emanates mostly from within the organisation. Next to such employees, maximum threat is perceived from suppliers and service providers.

Rumours rob UK bank of 100 million pounds

London – March 20, 2008 – A suit-wearing stock market trader robbed 100 million pounds, without using any gun, with a concerted attack on the share price of Britain’s biggest mortgage lender HBOS. The modus operandi was ingenious. Malicious rumours were circulated by speculators that led to a run, which saw more than 3 billion pounds wiped off the bank’s value.

Cybercrime Is in a State of Flux

Cybercriminals are increasingly using a technique known as "fast flux" to hide the location of phishing sites, spamming sites, botnets, and illegal malware. Fast flux allows a machine on a botnet to frequently change the DNS records of a phishing or spamming site, perhaps as often as every three minutes. When the DNS records of a phishing or spamming site are changed, the machine on which the site is hosted also changes. As a result, shutting down the phishing or spamming site requires shutting down every single machine on the botnet, since each of these machines hosts the same site.

Cyber attacks affects Indian corporate revenues

New Delhi – March 30, 2008 – Though exact statistics are not available, experts believe that many of the companies have lost about 8 per cent to 10 per cent of their revenues due to cyber crimes. Among the common crimes in the cyberspace are phishing, hacking, identity theft and defacement of official websites. Further, malicious mails are sent to personal e-mail ids from hacked addresses. Not just that outsiders are intruding into the privacy of companies in the cyberspace but also increasing competition among the entities is adding to the menace. Statistics available with CERT-In (Indian Computer Emergency Response Team), a Central government body which tracks major computer security incidents in the country, show that a total of 152 Indian websites with the URL.In were defaced during February this year. During the same month, 85 cyber attacks were reported to CERT-In.

Britain makes camera that sees through clothes

London – March 9, 2008 – A British company has developed a camera that can detect weapons, drugs or explosives hidden under people’s clothes from up to 25 meters away in what could be a breakthrough for the security industry. The KT5000 camera, created by a company called ThruVision, uses what it calls “passive imaging technology” to identify objects by the natural electromagnetic rays. It can detect hidden objects from up to 80 feet away.

Phones Will Soon Tell Where You Are

Spring Nextel Corp. has signed up thousands of clients for a mobile-phone feature that tells them where their family or friends are with colored signs on a map they can see on their phone screens. In addition, Verizon Wireless is getting ready to provide such a service in the near future to its 65 million clients. Meanwhile, Yahoo Inc. will introduce oneConnect, which will combine location-tracking with other communication services, including instant messaging. Such people-monitoring software is possible because current cell phones have Global Positioning Systems incorporated into them. Location-tracking software will be targeted at people between the ages of 18 and 24. Cell-phone carriers are aware of the security risks location tracking creates, and are taking steps to reduce those threats. Verizon's Loopt service has some stringent regulations, including that mobile-phone users who sign on can just make their locations known to a network or contacts who also purchase the service. In addition, they can look at one another's location at any time, with the stipulation that users can always temporarily shut off location-monitoring. Individuals under age 14 cannot sign on for the service, and during the initial two weeks, users are repeatedly told that their service is activated and they are being monitored. AT&T Inc. says it's still weighing its options on location-tracking services, but notes that privacy is a top concern.

New ruling on preventive detention

New Delhi – An order passed by a detaining authority under the preventive detention law cannot be set aside by the High Court at the pre-arrest stage unless it is satisfied that there are exceptional circumstances, the Supreme Court has held. “The court must be conscious and mindful of the fact that this is a ‘suspicious jurisdiction’ and action is taken ‘with a view to preventing’ a person from acting in any manner prejudicial to certain activities enumerated in the relevant detention law,” said a Bench consisting of Justices C.K. Thakker and Altamas Kabir. Underlining the need for striking a balance between personal liberty and security of the country, the Bench said: “Liberty of an individual has to be subordinated, within reasonable bounds, to the good of the people……..”

The First CSP Programme of 2008

The first Professional Certification Programme for “Certified Security Professional” was held at Safdarjung Club in Safdarjung Enclave, New Delhi – 110029 on March 12-15, 2008. The twelve participants in the programme came from Reserve Bank of India, Radisson Resort, Hindalco Industries Limited, Kuwait Oil Company, Crompton Greaves, ITC Limited, AXIS Bank and ACE Detectives. Mr. Ismail Ahmad Alkandari from Kuwait had earlier done the IISSM’s CSS Certification Programme in Kuwait itself.

As before, the thrust in the CSP programme was to give coverage of basic security theories and practices, backed up by experience-based deliberations. The specialsied aspects, covered were Principles of Threat Analysis and Planning Countermeasures, Information Security, Application of Science and Technology in Industrial Security, Disaster Management, HRD in Security, Supervision in Security, Investigation and Report Writing, Laws relevant to Security Industry, BPO Security, Loss Prevention and Intelligence. Separate sessions were kept for discussing the PSAR Act also to analyse the problems of security management as brought out by the participants.

The faculties in the programme were: S/Shri B.G. Gupta, Maj. (Retd.) Avtar Singh, Sanjeev Sehgal, Col. (Retd.) T. Saikia, Lt. Gen. (Retd.) Prem Sagar and D.C. Nath.

By all standards, it was a batch of very bright security executives interacting with the faculties in depth – both during the formal sessions and outside during tea / coffee / lunch breaks. The bonhomie developed among the participants was commendable.

Mr. R.K. Sinha, Executive Chairman of IISSM addressed the participants in the valedictory session on March 15, 2008. Bringing out the ever-increasing scope and exponential growth of the security industry in the country, he laid emphasis on how to successfully face the ongoing challenges before the security executives.

Each delegate received a Certificate of Participation, one year complimentary Affiliate Membership of IISSM and of course, the CSP Certificate. And as per IISSM convention, CD containing all the presentation materials, was also given to all.

IISSM will like to take this opportunity to compliment all the participants and wish them great success in their future career.


First CSP Programme in Mumbai


Close on the heels of the CSP programme in Delhi (March 12-15, 2008) a very encouraging beginning was made in Mumbai with the first similar programme in Mumbai on March 27-29, 2008. The Security Association of India (SAI) was the prime mover and organiser of the programme. There were as many as 40 registered delegates, representing different shades from the field of private security agencies, to some corporate houses also. Mr. D. Shivanandan, IPS, Commissioner of Police, Thane, inaugurated the programme on March 27. Mr. K.P. Medhekar, Chairman, IISSM had also graced the occasion. Complimenting the orgnaisers for the programme, Mr. Shivanandan highlighted the need for closer interaction between the police and private security agencies. He also thought it prudent to depute some serving police officers for attending the programme all through. IISSM extends its gratitude to Mr. Shivanandan for this gesture of his. The police officers were keen students and interacted closely with the other delegates.

As usual, the thrust in the CSP programme was to give coverage of basic security theories and practices, backed up by experience-based deliberations. The specialsied aspects covered were Principles of Threat Analysis and Planning Countermeasures, Information Security, Security Project Planning and Designing An Electronic Security System, Disaster Management, HRD in Security, Investigation and Report Writing, Importance of Liaison with Civil authorities, especially at the backdrop of the PSAR Act of 2005 and Loss Prevention.

Among the invited faculties in the programme were: S/Shri Rakesh M. Goyal, Director, Centre for Research and Prevention of Computer Crimes & Managing Director, Sysman Computers Private Limited, Mumbai, Capt. Percy Jokhi, CSP, CPP, of First Source. Capt. Jokhi had actually brought a team of three speakers including Leander Fernandes and Anindya Chatterjee. The team’s presentation was indeed of very high order. The other speakers included Cdr. O.P. Bakshi, Lt. Gen. (Retd.) Prem Sagar and D.C. Nath.

An interesting feature of the programme was that a large number of delegates were young bright security executives. They and their senior peers participating the programme closely interacted with the faculties in depth – both during the formal sessions and outside during tea / coffee / lunch breaks. The bonhomie developed among the participants was commendable. The gala dinner organised in the evening of March 29, 2008, marked a grand finale to the programme.

By all standard, it was indeed a very good beginning for a CSP programme to be held in the city of Mumbai. The Security Association of India, led by Cdr. O.P. Bakshi, Chairman, SAI, Mr. Gurcharan Singh Chauhan, President, SAI, Mr. Ashoke Pandey, Secretary, SAI, did indeed leave no stone unturned to make the programme both enjoyable and professionally satisfying.
br> A novel feature was the presence of the full contingent of IISSM Goa Chapter members, who had come over to encourage and help the organisers and they did that in a big way. Let this camaraderie continue.

I am very happy to inform you that CAPSI & APDI shall be entering a new phase when it will sign a Memorandum of Understanding (MOU) with the Government of Rajasthan on April 09,2008 at Jaipur, Rajasthan. Sh. Ram Kishore Meena, Hon'ble Minister for Labour & Employment, Government of Rajasthan along with Minister of State, Labour & Employment shall represent the Government of Rajasthan for signing of the MOU. This relationship with the Government of Rajasthan shall open a flood gate of multiple opportunities for members of CAPSI & APDI to offer jobs to educated youth and ex-servicemen of Rajasthan. The Government of Rajasthan will organise JOB FAIRS in various districts of Rajasthan and will launch special motivational campaign to attract youth to participate in such JOB FAIRS. Participating Guarding/ Investigation companies shall be allotted stalls in all such JOB FAIRS and NO FEE shall be charged for making such arrangements. The State Government is also considering to make arrangements for the training of the selected youngmen and women and also make special arrangement to have their credential verified from the concerned police station ( as per the PSAR Act). Recently a MEGA JOB FAIR was organised at Jaipur in which companies like G4S, TOPS, WALSON,GDA,CHECKMATE, NSS participated and made impressive recruitment of guards. More than 35000 youth attended this event and suitable were given employment on the spot. Smt. Vasundhara Raje, Hon'ble Chief Minister of Rajasthan, who presided over this event, appreciated the efforts of CAPSI & APDI to mobilise guarding companied to participate in this mega fair. A thematic Job Fair specially for Guarding Services is being scheduled at SIKER which is going to be a mega fair. All members must make best use of this golden opportunity to recruit quality youth so that quality services are provided to the End Users.Shortage of Trained Security Staff is one of the major problem being faced by almost all guarding companies.

In our endeavour to provide excellent service to our entire membership, we are constantly making many efforts to develop relevant programmes for the wider interest of the security community. This MOU will usher a new era for all of us and also for the state government to make arrangement for the gainful employment of youth. States like Himachal Pradesh, Punjab, Haryana, J&K, Madhya Pradesh are expected to follow the lead taken by Smt. Vasundhara Raje, Hon'ble Chief Minister of Rajasthan. Chief Minister of other states are also being approached to adopt such projects.
