Completion of Professional Certification Programme on November 8-11, 2006.

As scheduled, the last Professional Certification Programme in the series for 2006, went off rather well. The Executive Chairman, Mr. R.K. Sinha had inaugurated the programme on November 8. For a change, we accommodated 12 (as against usual 10) delegates this time, causing some congestion. Space constraint has been commented upon by different batches. In any case, the participants felt very excited and happy with the overall programme. Reproduced below for information is a copy of the letter just received from one of the participants!

IISSM’s Professional Certification Programme Continues - September, 2006

It is a matter of great happiness for the IISSM that the third Course of Professional Certification Programme for 2006 for security executives was successfully conducted on September 11-14, 2006, at the IISSM HQ, New Delhi.

The participants come from Mumbai, Bangalore, Kolkata, Lucknow, Meerut and Ghaziabad.

IISSM takes pride in the fact that the four-day programme was indeed highly interactive. There was a lot to learn from the participants also.

On successful completion, all participants were given a Certificate of Participation, one year complimentary Affiliate Membership of IISSM and of course, the Certificate for Security and Safety Manager (CSM). The participants were highly appreciative of the programme and unanimously opined to recommend the Course to their professional colleagues. That gives considerable satisfaction to the IISSM. IISSM’s Professional Certification Programme Continues - July, 2006

IISSM feels happy to announce that the second Course of Professional Certification Programme for 2006 for general security executives was successfully conducted on July 12-15, 2006, at the IISSM HQ, New Delhi.

The participants were from bank, public sector undertakings as also from central government’s paramilitary outfit.

On successful completion, all participants were given a Certificate of Participation, one year complimentary Affiliate Membership of IISSM and of course, the Certificate for Security and Safety Manager (CSM). The participants were highly appreciative of the programme and unanimously opined to recommend the Course to their professional colleagues. That gives considerable satisfaction to the IISSM. IISSM take this opportunity to thank both the participants and their sponsors.

The third similar Course for 2006 is scheduled on September 11-14, 2006.

IISSM Analyses Bank Security - May, 2006

”You need not be apologetic in enforcing strict security measures for all, including senior executives,” was the advice given to the participants by Mr. Vepa Kamesam, former Deputy Governor of the Reserve Bank of India, in his inaugural address to the four-day long Professional Certification Programme, exclusively for bank security executives, organized at Green Park Hotel, Hyderabad, on May 24-27, 2006.

Mr. R. Gandhi, Regional Director, Reserve Bank of India, Hyderabad, who spared some time on May 25, emphasised that security executives had an important advisory role to play by way of alerting the management against all impending threats and then also to implement the security regulations without fear or favour. Mr. Gandhi was also categorical that the Reserve Bank of India would continue to take advantage of similar programmes of IISSM by sending security executives to similar programmes in the future.

Mr. P.S. Ramamohan Rao, IPS (Retd.), former Director General of Police, Andhra Pradesh as also Governor of Tamilnadu, presided over the valedictory session on May 27, 2006, in which the valedictory address was given by Mr. A.K. Mohanty, Commissioner of Police, Hyderabad. In between Mr. Rajiv Trivedi, Addl. Commissioner of Police (Crime), Hyderabad, had extensively shared with the participants his ground-level experience of bank-security related problems. The session was highly instructive and everyone enjoyed and applauded the discourse.

Dr. S. Padam, former Dean of Administrative Staff College of India, Hyderabad and the Guest of Honour in the inaugural session, was highly appreciative of IISSM’s efforts to help the growth of professionalism in security industry.

Earlier in his welcome address, Mr. R. Swaminathan, IPS (Retd.), President & Director General, IISSM, had advised the participants to learn and accept that security had indeed become a way of life.

The four-day long exercise provided the participants necessary exposure to fundamental concepts and principles of security, duly backed up by best security practices from expert faculties with long experience in the field. Emphasis was laid on technological input, cyber crime and cyber security, business procedure including loss prevention technology. Attention was drawn to emerging terrorist scenario, some relevant laws and then a round-up with principles and practices of security audit. The programme was capped up with a long exclusive interactive feedback session that was very fruitful.

A distinctive feature of the programme was the display of the state-of-the-art technological equipment relating to bank security organized along with the presentation on application of science and technology in security. This was highly appreciated by the participants.

Another very fruitful session was the panel discussion by three eminent participants from the Reserve Bank of India on security relating to cash management.

The participants in the programme came from different states, with the bulk coming, rightly, from the Reserve Bank of India. In their feedback reports, the participants were unanimous that they would recommend the programme to all their professional colleagues in bank security. IISSM would wish to put on record that the participants had most admirably submitted themselves to the rigours of time management in the programme. They had brought to bear upon the proceedings their vast experience that made the programme really interactive and professionally useful. The fact that they did sustain interest in the programme till the last moment was indeed indicative of how much they liked the programme.

IISSM is of the firm belief that the participants have gone back as more “learned” professionals after attending the programme.

IISSM would like to thank the esteemed faculties, drawn from different agencies and different parts of the country, for their most willing cooperation. IISSM also sincerely acknowledges its debt to the dignitaries who had so willingly spared time to grace the occasion. IISSM will like to thank the Reserve Bank of India and the Administrative Staff College of India, Hyderabad, for their support.

The programme concluded with the President & DG, MR. R. Swaminathan, who had come all the way from Chennai, making the final comment that all that the programme was primarily aimed at was to help the participants learn or rather begin to learn the traits of professionalism. It deserves mention that IISSM provided photocopies, as well as in CD form, of all presentation materials, and something more as well, to the participants. IISSM also feels happy to announce that on successful completion of the course, all the participants were awarded the Certification of CSM (Certified Security Manager) that they can affix after their names as a professional qualification. IISSM also extended the facility of one-year complimentary Affiliate Membership to each one of them.

The credit behind successful conclusion of the programme should legitimately go the Andhra Pradesh (Hyderabad) Chapter of the IISSM, led by Mr. Sarath Chandra, IPS (Retd.), Chairman of the Chapter. All executive committee members of the Chapter contributed their mite, both physically and otherwise, to make sure the programme was enjoyed by all. IISSM bows to the esteemed members of the Chapter for their zeal and commitment to the cause of the IISSM.

IISSM Launches Professional Certification Programme for 2006 - April, 2006

The first in the series of four Professional Certification Programmes for the year 2006 was held in New Delhi between April 19 and April 22, 2006. If the interaction with the participants, their zeal and enthusiasm as also their feedback reports were any indication, the programme was very successful and the delegates did really enjoy and felt benefited from it. The four-day programme catered something of everything at higher security management level but in concise capsule because of time limitation. The aim of the progrmame was to make every participant feel they have become ‘learned’ to talk on professional intricacies of both theory and practices of security management.

The programme was conducted in association with the Delhi/NCR Chapter of the IISSM, whose Chairman Shir B.L. Vohra, IPS (Retd.) and Capt. (Retd.) S.B. Tyagi, Secretary, had joined in the inaugural session on April 19, 2006. Each of the participants was given: Certificate of Participation, Complimentary Certificate of IISSM’s Affiliate Membership for one year and the Professional Certification. CDs of the teaching material presented on powerpoint were also given to those who wanted the same.

The next such progrmame is scheduled on July 12-15, 2006 – again in New Delhi.

Banking Security: A Step Forward in Kolkata

“Increasing sophistication in the nature of crimes in financial institutions coupled with overall deterioration in law and order situation, especially in some rural areas, would warrant that the reflexes of those dealing with the security of banks should become sharper. Their response should be better,” so observed Mr. D. Rudra, IAS (Retd.), former Banking Ombudsman, Reserve Bank of India, Kolkata, in his inaugural address to the special Professional Certification Training Course on Advanced Methodologies in Bank Security Management organised exclusively for bank security executives in Kolkata on September 26 – October 1, 2005. The venue was the historic Calcutta Club. Earlier, the Executive President & CEO, IISSM, Mr. D.C. Nath had heartily welcomed the participants and laid emphasis on the fact that the present programme marked the beginning of similar programmes for bank security executives.

The highlights of the programme included two significant Panel Discussions on "Major Problems Areas in Bank Security Management” and “Bank Security vis-à-vis Police & Private Security Agencies”, Mr. P.K. Sarkar, the incumbent Banking Ombudsman of the Reserve Bank of India, Kolkata, delivered a scintillating address in the first Panel, laying down a broad perspective of banking industry. He suggested that the security executives in banks should understand the purpose of the Security Division and try to integrate themselves with the banking industry as such. Brig. (Retd.) D.K. Sharma, Chief of Security, State Bank of India, Mumbai, joining in this panel, impressed upon the participants that they need to move fast in order to keep pace with fast-changing methodology in banking industry as a whole.

In the Panel Discussion on “Bank Security vis-à-vis Police and Private Security Agencies”, as many as eleven of the 25 participants raised very interesting and incisive issues before the Panelists which included Capt. (Retd.) Bharat Prakash, President, Security Association of Eastern India, Mr. Kuldip Singh, IPS, Joint Commissioner of Police, Kolkata and Lt. Gen. (Retd.) Prem Sagar. The session went over two hours and was indeed highly enlightening to all concerned. The intervention by Mr. Kuldip Singh was outstanding.

The session on “Physical Security and Access Control” was thrown open to the participants to describe the ground situation in respect of the security management in branches in distant / lonely locations as also in rural areas. The details brought out were revealing. All concerned felt the need to tighten up security measures for such smaller units.

All aspects in banking security were covered. The presentation by Mr. Vijay Chug, GM, Reserve Bank of India, Kolkata, on Cyber Crime was very impressive. So was the brief presentation on Customer Services & Industrial Relations by Mr. P.K. Chakraborty, GM (HRD) from the UCO Bank Hqrs, Kolkata.

Mr. S.M. Nasir, GM of the Union Bank of India, Kolkata, was the Chief Guest and Mr. Buddhadeb Guha, IPS (Retd.) Executive Director, Tara Bangla TV Channel, was the Guest of Honour at the valedictory session. While congratulating the organisers for having organised such an excellent bank-specific training programme, Mr. Nasir underscored the growing dimension of bank security and the need for inculcating the culture of security amongst all. Mr. Guha wanted the IISSM to explore the areas of security relating to piracy in the world of electronic media for music including the CDs. Mr. B.K. Basu, IPS (Retd.), Chairman of Kolkata Chapter of the IISSM, congratulated the participants for successfully completing the Professional Certification Programme.

While the participants enjoyed both the ambience and the cuisine of the Calcutta Club, where the programme was shifted, their constructive participation in the most friendly interaction sessions took the cake. Due to loss of one day on account of bundh in the city of Kolkata on September 29, the progrmme was extended and the periodic breaks were reduced. The participants responded to these changes magnificently and their punctuality in attending sessions was remarkable. The level of intensity and the sustained interest displayed by them till the last session would make any organiser anywhere feel proud. IISSM salutes them once again. The participants richly deserved the CSM (Certified Security & Safety Manager) certification conferred on them on successful conclusion of the programme. They can now proudly affix ‘CSM’ as a profession qualification after their names.

IISSM once again expressed its gratitude to the Reserve Bank of India for having sent in a larger number of delegates and spared some expert faculty for the programme. IISSM is also deeply grateful to Mrs. Rema Menon, Vice President (Technical) of IBA, who had, on request issued an advisory to all banks about this programme. IISSM would also like to put on record deep appreciation of the support received from the Security Advisor, Reserve Bank of India, Mumbai and Brig. (Retd.) D.K. Sharma, Chief of Security, State Bank of India, Mumbai. While Mr. Bali could not make it at the last moment, Brig. Sharma himself attended the programme. IISSM also acknowledges its debt to Brig. (Retd.) S. Sreeramulu, Chief Security Advisor, Union Bank of India, Mumbai, as also to Mr. S.S. Rajput, IISSM’s Country Director, Kolkata, for all the assistance they rendered in making the programme so remarkable and fruitful. It was a matter of great satisfaction that it was possible to give the bulk of the course material – both as hard copies and in the form of CD – to all the participants on the last day of the programme.

It is a matter of record that the participants had come from across different parts of the country, such as, UP, Assam, Rajasthan, Orissa, Punjab, Maharashtra, Madhya Pradesh, Karnataka, Andhra Pradesh, Bihar, Chandigarh, Chhatisgarh, Jharkhand and West Bengal, representing the following banks: Canara Bank, Bank of Baroda, State Bank of Bikaner and Jaipur, Syndicate Bank, Indian Bank, Union Bank of India, State Bank of India, Reserve Bank of India, State Bank of Indore, Bank of India, Allahabad Bank & UCO Bank.

The feedback reports received from the participants stressed the need for repeating this programme so as to cover all security executives in banking industry. IISSM hopes to respond to their urging positively. The programme in Kolkata marked the beginning and a step forward in professionalising the security profession with the slogan, “Security is of all, for all and by all”.

Professional Certification Programme in Gangtok

IISSM feels happy to inform all friends and well-wishers that the Professional Certification Programme held at Gangtok on June 3-8, 2005, was indeed a great success. To our humble reckoning, all the participants (21) left satisfied both at the Course contents and the overall arrangements. The programme was organised at the Himalayan Heights Hotel near Palzor Stadium in Gangtok. The participants had come from Guwahati and Shillong in the Northeast as also from Mumbai and Pune in the West. They represented banking industry, public sector undertakings, private sector industries, private security agencies as also the state government.

Inaugurated by His Excellency Shri V. Rama Rao, the Governor of Sikkim, in the morning of June 3, 2005, this training course was a professional exercise in security and safety technology with the objective of sharpening the skills of the practitioners in the field. Dr. P.K. Chamling, the Hon’ble Chief Minister of Sikkim, was the Chief Guest at the valedictory session in the afternoon of June 8, 2005. In addition to laying down some guidelines for us, the Governor of Sikkim highly appreciated the module followed in the programme and suggested that it could be a part of the curriculum of MBA-trainees at the IIMs and could also form a part of University syllabus. The Chief Minister of Sikkim has requested the IISSM to open an IISSM Branch at Sikkim to carry forward the training programme regularly. IISSM gratefully acknowledges the encouragement received from them and will take necessary follow-up action duly.

The module covered all essential aspects of security and safety management so that the participants, after having attended this programme, could turn out to be true professionals on their own merit and in their own right. Apart from covering classical tradecraft subjects like Threat Assessment, Loss Prevention and Safety Technology, Application of Science and Technology in Security, Legal Aspects in Private Security, Investigation and Enquiry, considerable emphasis was also given on Cyber Crime, Terrorism and Disaster Management.

The IISSM had the benefit of experts drawn from different parts of the country as well as from among the learned participants. It is a matter of great pride that the contribution from the participant-faculties had definitely helped not only better exchange of views but also in improving the quality of the programme. IISSM sincerely acknowledges its debt to Brig. (Retd.) S. Sreeramulu, Chief Security Advisor, Union Bank of India and Capt. (Retd.) Suresh A. Panicker, Asst. Manager (Environment & Security Services), M/s. Sandvik Asia Limited, both of whom had readily acceded to our suggestion. IISSM also gratefully acknowledges the rich contribution from Shri L.C. Amarnathan, IPS (Retd.), former DGP, Sikkim and currently Vice-Chancellor, Manipal University at Gangtok. IISSM owes a special gratitude to Capt. (Retd.) S.B. Tyagi, Chief of Security, GAIL (I) Ltd., who had taken the pains to come over to Gangtok and taken a number of sessions on some specialized aspects of security and safety management.

The entire programme was highly interactive by way of experience-sharing. It has been a rich learning experience for the IISSM as well. It can now share the experience and knowledge gathered here with friends in future courses and also through IISSM’s monthly Newsletters, which have become a very effective means of disseminating information of professional value.

The programme was not all work and no play. While keeping the participants busy on tight time schedule because of time-constraint, IISSM also organized a visit to the historic Rungtek Monetary and the State Handicrafts Showroom. The participants were given an exposure to a remarkable film on Everest Expedition, courtesy the Sonam Gyatso Mountaineering Institute of the Home Ministry, Govt. of India. They had also the privilege of meeting two-time climber of Mt. Everest, Mr. Nadre Sherpa of the SGMI. All this was an experience of life-time, as some participants had said. The participants also enjoyed the “At Home” dinners hosted for them by the State Governor at Raj Bhawan and by the State Chief Minister at his official residence. IISSM sincerely acknowledges such magnanimous gestures on the part of Sikkim’s two top-most State dignitaries.

IISSM will fail its duty if it were not to acknowledge the tremendous back-up support received from the local army and the State Police authorities towards successfully completing the entire programme. Similarly, IISSM will like to sincerely acknowledge the tireless and selfless support from Capt. (Retd.) Makar B. Limbu, MD of Yakthung Manpower & Security Services, Siliguri, who had kindly volunteered his services to be the local coordinator. It is Capt. Limbu and his dedicated team who have made it possible for the IISSM to organize the programme at Gangtok as per schedule. Let this also go on record that the hand that worked silently all along behind the scene so to say was no other than Lt. Gen. (Retd.) Prem Sagar, Executive President (Commercial & Finance) of IISSM.
